柳河村三代人守護的防洪堤，竟被貪財村民為了一點補償，在趙德厚與三舅媽煽動下親手拆毀！守堤人葉勤的警告無效反遭羞辱，只能帶妹妹上山避難。不久，預警成真，潰壩洪水淹沒全村！這群忘恩負義的村民竟無恥圍攻葉勤索賠！葉勤憤而拒絕，將自家災地變為魚塘。眼紅的趙德厚等人投毒縱火，終被繩之以法。在母親的勸說下，葉勤放下私怨，帶領全村重修堤壩，再造家園。
