Synopsis

1924年、ニューヨーク。黒鴉会の唯一の後継者エリーナは死を偽装して逃れ、三年後、孤児として舞い戻る。彼女は刃を仕込んだ口笛（ハーモニカ）を携えて組織を再建し、叔父と渡り合い、街の底辺女性たちを糾合する。鉄面の督察官カレンとの間には、正義と悪の境界を超えた絆が生まれる。灰色狼団と腐敗した市長の包囲網の中で、彼女は証拠と民衆の怒りを武器に逆転を果たす。やがて黒鴉会はニューヨークの“灰色の裁定者”となり、カレンは遠くシカゴへ、エリーナは新たな棋局を敷くために街に残る。
